Transfer of textile industry structure

In order to encourage shift of industry transfer from East to West and encounter with crisis ,this year ,The state council issued “Revitalize Textile Industry & adjust schematization layout “. In that ,it emphasized “ East coastal area where there are advanced textile industries take advantages on technology ,capital ,R &D ,brand ,marketing channel strengths ,and encourage middle & west areas where there are abundant of resources to accept shift of textile transfer from East to West ,develop textile garment manufacturing bases,forms supplementary advantage of East & West layout ,meanwhile prohibit low level industry transfer and expansion .”
For 18 western provinces which are abundant of resources ,it’s a good chance to share the cake of shift of industry transfer from Eastern developed provinces .Highlighting shift from East to West ,just to 2010 ,There will be more shifts from Guangdong Province, Shanghai ,Zhejiang Province ,and Fujiang Province.
But during the shift round ,It also meet challenges for Western provinces to accept such shift . One hand ,some enterprises will make distribution to South East Markets ; the other hand ,there exists some disadvantages  of industry chain complements ,investment soft environment aspects .There exist more serious industry chain complement disadvantages ,for example ,many accessories of garments should be sourced out and transported from Guangdong Province and Fujiang Province .It will take more time cost and inland freights . Meantime ,There are many hills and mountains roads in western regions ,it affects transportation cost and time . There are many employee shortages ,low productivity .Th poor salary in western regions will not attract skilled workers to be employed in such factories ,and local workers are not skilled in handcrafts .
