The policy and guideline of leading the economic development of western China through the transfer of textile service industry

In order to encourage industrial transfer to cope with the crisis, this year the state council issued the plan for the revitalization and adjustment of the textile industry. In planning clearly emphasized: "the eastern coastal textile industry developed regions make full use of technology, capital, research and development, the advantage of brand, marketing channel, encourage the Midwest giving full play to the advantages of resources, actively undertake industrial transfer, the development of textile and garment processing base, the formation of complementary advantages in both east and west area layout, beware of the transfer and expansion of low capacity."

For China's 18 central and western provinces, which are rich in resources and have vast geographical areas, this is undoubtedly a great opportunity to share the developed economic pie of the east. Judging from the high-speed industrial structure in the eastern region, in 2010, only guangdong, Shanghai, zhejiang and fujian provinces and cities need to transfer a considerable number of industries.

However, in the process of this round of clothing industry transfer, the Midwest is still facing challenges to undertake the transfer. On the one hand, some enterprises like the layout of the east Asian region; On the other hand, the central and western regions themselves in the industrial support, investment and other aspects of the soft environment are still some deficiencies. The problem of incomplete supporting industry chain is prominent. Many enterprises purchase materials and accessories from fujian, guangzhou and other places, which undoubtedly increases the transportation cost and time of enterprises. At the same time, many areas in the central and western regions are mountainous areas with inconvenient transportation, which leads to increased transportation costs for garment enterprises and high overseas transportation costs. Labor is difficult and labor productivity is low. Wages in the interior are hardly attractive to skilled workers who have worked in the southeast coastal areas to return home, and the workers recruited there are not highly skilled.
